Police have said no action is to be taken following seven lengthy investigations into Cheshire East Council.
The investigations included allegations relating to land transactions at Middlewich and Crewe.

A piece of land near a Shavington school has become an overgrown wilderness – because Cheshire East Council did not realise they owned it!
Grass on the site outside Shavington Primary Academy on Southbank Avenue is about five feet tall and overgrown with weeds.
Cheshire East Council has submitted proposed changes to its development and planning policies to be examined by an independent planning inspector.
The proposed changes follow four rounds of consultation with residents and local councils, in which they received more than 4,000 comments.

Council chiefs have been given the all-clear to take all action necessary to buy the land needed for two major roadbuilding projects, including the A500 dualling.
Cheshire East Council’s cabinet agreed that compulsory purchase powers could be used for the A500 dualling scheme near Crewe as well as the Middlewich eastern bypass.
A new adventure park for dogs will be launched later this week in Wrenbury, near Nantwich.
Organisers behind “Unleashed” at Wrenbury Hall Woods have secured land for the park which will allow dogs off their leads.
Cheshire Police are to probe historical land transactions referred to them by Cheshire East Council, it has emerged today.
The council said it referred the “new matter” to the police for their consideration.
